## Methodology

Districts are ranked by the average of the latest English learner reading and math proficiency scores for students in the EL (English learner, excluding RFEP) subgroup. Districts need at least 50 English learners tested in both ELA and Math. Schools need at least 20 English learners tested in both ELA and Math.
